In the knowledge economic time, human resources have become a major strategy resource. Persons of ability take crucial effect on the economic and social development of a country or a region. To accomplish the magnificent goal of all-round establishing a relative prosperity society, the Central Government claimed to implement the strategy of economic development through science technology and education. As the heart of a big modernized city, the advantages and problems, the opportunities and the challenges are concomitance on the issue of human resources development in Heping District, Tianjin Municipality.Talents research is an old and brand-new subject. Politicians, ideologists, economic and management scholars at all times and in all over the world have carried on the research in many aspects, for instance selection, training, usage, performance appraisal, encouragement and the power to effect economic development. The results have been extensively used in the filed of modern talents development of resources. Talents tapping has its distinct characteristics, level differs from one another in every region, every country. Its experiences and lessons are enough to use for reference. In order to promote the development of both economy and society, talents tapping have been explored in many aspects and have made some achievements in Heping District, Tianjin. However the quantity, the structure and the qualification of talents still can't meet the development of either economy or society needs through analyzing. In particularly, the badly in need of hi-leveled, hi-technical and complex type talents are in a shortage in new developing the tertiary industry in local district, it's not enough for the basic function of market disposes the talents resources basic function to give play to, the systematic obstacle of floating of professionals has not been dispelled yet, the ones that bring into full play each ones' ability remain to perfect quick-wittedly with people, the whole local district is in an important stage of exactly joining forces amount further and advanced in an all-round way.Quantitative analysis displays the growth of GDP is closely related with talents' quantity and quality. Especially, the increase of high-level talents' quantity plays a very key role in increasing of GDP. Therefore, from now on till 2010, it is an urgent task of Heping District to introduce and train middle-and-high-ranking talents with undergraduate and the above academic level in a more cost-effective manner. Striving to reach 8,000, among them the high-leveled talents promotion is up to 20%. Strengthen the building of human resources' capacity, adjust the professional structure, and optimize talent's atmosphere. In order to reach this goal, establish the new conception of talents, reform the talent's management system, introduce talents that need badly, use existing talents scientifically, store talent's information, put up ladder of talents, raise quality and ability of talents, make talent team meet the need of regional economy and social development, especially, the new development of tertiary industry in local district.
