The evaluation of the moral character is the important way of evaluating the pupil's moral character and the moral education in schools. It plays an important role in the developing of the pupils' good moral character. But it hasn't been given proper attention in schools. And it hasn't given full play to its function in the moral character education. This paper adopts the method of analysing the examples, testing and visiting and talking to investigate the present state of the behaviour evaluating in the primary school. A lot of problems have been found through the investigation. They are : 1 .The purpose of the evaluation of the moral character is not positive ; 2. The bases of the content of the evaluation is not all-sided, or there's no basis and standandards; 3.The content of the evealuation is one-sided and simple. And there has been a lack of education and individual character; 4. The method of the evaluation is simple, either much importance is attached to the qualitative evaluation and underestimated to quantitative evaluation or much importance is attached to the quantitative evaluation and underestimated to the qualitative evaluation and both methods con't be combined rationally; 5. The main body of the evaluation is unsuitable, evaluating by oneself, evaluating each other, evaluating by others con't be combined rationally.. It shows through investigation and analyses that there' are many kind of reasons which affects the evaluation of the moral character. Some are subjective and some are objective. The main subjective factors are : l.The view of the moral and the view of the moral character evaluation of the educators is not positive ;2. The quality of the educators knowledge and technical ability and the quality of the educator's professional morals is lower; The objective cause are : 1. There has been a lack of systematic and specific guide of the evaluation of the moral character; 2. There has been a lack of theoretical and practical study, and we haven't formed a set of effective system of the evaluation of the moral characte ; 3. The method of the evaluation in classes is also an important factor ; 4. The specialization for the head teachers to carry out the moral education has weakened the power of moral education and increased the burden of the headteachers. Now I'll give the following suggestions that can improve the present state of the evaluation of the pupils' conduct after long thinking : l.To improve ourrecognition of the moral education and the evaluation of the pupils' conduct and change our poin of view to it. 2. To strengthen training the teacher, to improve the teacher's quality; 3. To strengthen the administration and the reseach of the theory and practice of the evaluation and to establish a set of effective system of the evaluation of the pupils' conduct; 4. To improve The purpose and the way to evaluate the classes in school; 5. Let all the teachers who teach the lessons of ideological moral character as their main body.
