With the Western Development strategy being launched and people's living standard improved, the demand for men with higher ability has increased; thus creating opportunities for the educational reform in senior high schools. Problems encountered in senior high schools are the concerns of many researchers in recent years. As far as the poor regions in the West is concerned, the research undertaken within the whole nation is out of focus and impertinent. China is a vast country with different economic and geographical features; education in a region should be treated in accord with its economic state and geographical characters. Education in different regions with different economies has different features and rules. Education in Longnan, a poverty-striken prefecture in the West, bears its own marks. Few people have studied the subject matter. The writer works in the field of education in Longnan prefecture for years, and knows well the local condition. His research has been complemented with abundant first-hand information.Under the methodological guidance of Marxist dialectics and historical materialism the study aiming at the education in senior high schools in Longnan Prefecture is mainly focused on the scale and the overall arrangement of education in senior high schools in Longnan, especially the scale of education. The method of investigation and interviews has been utilized. Data from the statistical and educational administrative units have covered nine counties in Longnan prefecture as well as Guangyuan of Sichuan province and two neighboring cities Tianshui and Dingxi. Educational problems in local senior schools appeared after comparing and studying the related data. The data analysis shows the existing problems in senior high schools are as follows: the scale of the overall senior high school education is too small, and there are not enough schools; senior high school education in the countryside is so unsatisfactory that a large number of students in the countryside moved to cities and townships. Inadequate educational resources seriously affect school education.Generally speaking, the so-called bottleneck in senior high school education isespecially conspicuous. In order to enlarge the scale of senior high school education and find concrete and practicable ways to develop education in senior high schools in the poverty-stricken regions, the thesis makes the following suggestions:1) Financial support from the government should be the primary prop of the educational development in the countryside;2) Advanced systems should be created and schools run by local people be encouraged;3) Schools of good quality should be fostered so as to enlarge the scale of education in senior high schools;4) New accommodating facilities should be utilized and better arranged to facilitate more school students;5) Schoolteachers should be trained and new channels be created to train them as qualified teachers;6) Comprehensive schools combining technical schools and common senior schools should be created;7) Open schools and correspondence schools should be launched;8) Abreast of the school courses reform senior high schools should be enlarged;9) Modern educational means should be employed to propel the rapid development of educational scale.
