| The thesis is based on discussing the problems of the function of basic education in Xi HaiGu district in building a well -off society in all - round way; the political and social signification of realizing the target of popularizing nine -year compulsory education in 2007; the background of developing rural education and promotiag rural junior high schools; the situation of rural basic education in this district now; and started from investigating the situation of junior high school headmasters' procession in Xi Hai Gu district.The thesis shows the investigation about working conditions of 40 headmasters at junior high schools in Xi Hai Gu district and analyses the problems existing in headmasters' work and themselves. According to the problems, counter- measures and suggestions of how to reform the headmasters' procession, how to improve the headmasters' working conditions and their levels of promoting schools, are put forward. The thesis is made up of five parts.The first part is introduction. It includes the statement of study background, the illumination about purpose and signification of the thesis, the analysis of studying situation.The second part is the course of investigation. First, it explains the purpose of investigation, instructs the investing targets, then raises the ways of investigation and narrates the course of investigation.The third part is the result and analysis of the investigation. First, it shows the investigating result added up in sheet. The charts show the investigated headmasters' individual state, their family situation, their jobs before being a headmaster, the situation of their schools and their work, and the role perception of headmaster. Then, it is the analysis about percentage of the numbers of chosen items. The analysis shows the headmasters' ages, years of teaching and being in office, certificate and technical post, times of being trained, post before being a headmaster, their family members and couple, their family income and so on. Second, it is the classified count about problems and difficulty narrated by the investigated headmasters, the order of problems is lined up.The problems are about school expenditure and headmasters power, teachers and students, evaluation and safety of schools. Third, headmasters'words are quoted to show the working experience of investigated headmasters.The fourth part is the conclusion of the investigation. After analyzing the result of investigation, four conclusions are summed up ,they are actually the problems discovered in investigation. l.The headmasters in Xi Hai Gu district are young and vigorous , but they are short of essential theory and experience.2. The headmasters in Xi Hai Gu district don't exactly understand their own role duty, their ideas are backward, they are short of acclimatizing ability under the market economic situation. 3.The headmasters in Xi Hai Gu district face many difficult problems, some of them want to resign. 4. The headmasters in Xi Hai Gu district live a hard life, they have high spirits, they bear hardship, love their occupation and dedicate themselves to their work.The fifth part is suggestions and countermeasures. Suggestion to the local government and education administration: l.Carry out the headmasters' contracting appointment and get the headmasters' to have the power of self-determination.2.Study the law of how to be headmaster and cultivate the qualified headmasters. 3.Build up a system to appoint and evaluate the headmasters' work, and their burden should be eased. Suggestion to headmasters: 1.Study hard and improve the ability of how to promote a school. 2.Take new ideas, and improve the innovating ability. 3.Understand the role duty of headmaster and improve the acclimatizing ability. 4.Serve for the teachers and students, and improve working royalty. 5.
