With the fulfillment of nine-year compulsory education policy and the rapid enlargement of higher schools, ordinary high mid school education becomes the key point of the whole educational system and the hot point concerned by the society. In recent years, Lanzhou ordinary high mid schools' capacity is greatly enlarged by fully exploiting the existing educational resources, expanding, building new high mid schools, and dividing secondary and high mid schools. Great achievement has been got. Until 2003, the entrance rate of ordinary high mid school in Lanzhou has increased to 51.8% compared with 44.45% in 2000.The research found that the 51.8% entrance rate of ordinary high mid school in Lanzhou could not meet the demand for the social development, so the development of Lanzhou ordinary high mid schools very urgent. We can see from the following points: (1) backwardness of local economy, few educational investment and low labor qualities; (2) middle school entrance rate and college entrance rate are reversed; (3) unreasonable resources layout of the ordinary high mid schools, small scale and ineffectiveness of the whole education qualities; (4) lack of excellent high mid schools educational resources and students' places; (5) slow advancement in model ordinary high mid schools' construction.The main factors affecting the developing scale of Lanzhou ordinary high mid schools' include: (1) the schools construction could not keep up with the development of the city; (2) investment and the way to get investment are both limited, so the schools development is also limited; (3) the schools qualities are not good and students sources are not balanced, which lead to the vicious circle of the schools development andmake the superior schools better and inferior school worse; (4) the educational structure is unbalanced and vocational education is laid behind, which add more burdens to ordinary high mid schools in return.Responding to the main factors affecting the developing scale of Lanzhou ordinary high mid schools, the author proposed such countermeasures: (1) the ordinary high mid schools educational resources can be selective to some extent but mainly should be rationed and planed as a whole because they belong to the public investment; (2) the ordinary high mid schools structures and layout should be adjusted reasonably according to the tendency of the secondary school graduated students; (3) social investment should be encouraged , private ordinary high mid schools invested by individuals and enterprises should also be supported and the way to invest schools should be largely widened; (4) Ordinary high mid schools' recruiting and examination system should be reformed and the differences between the schools will be loosen by the balance of the students resources. (5) Model ordinary high mid schools should be greatly encouraged to improve the whole ordinary high mid schools teaching qualities. (6) Improve the constructions of the teacher's resources and practise the common share of the human force. (7) Improve the teaching qualities; educational profits and enlarge the developing scale of the ordinary high mid school to meet the needs of our society according to economy and education developments of our country and the curriculum reforms of the high mid schools.
