Personnel system reform in primary and secondary school is a central issue, which is paid close attention to, with the coming of educational reform in our country. This reform takes teachers' appointment system, post responsibility system and structural wage system as main contents, with taking The Act of Education, The Act of Teachers and The Implementing Suggestion on Deepening Personnel System Reform in Primary and Secondary School as the basic legal foundations. The aim of this reform is to achieve the goal of establishing new personnel administration system in educational field, strengthen competition and inspiration mechanism, and realize personnel management in primary and secondary school to be scientific, systematic and normative.In this research, by using the methods of literature, questionnaire, and interview, the author consulted relative documents of our country and Lanzhou and relative literatures of personnel system reform in primary and secondary school home and abroad, investigated 65 teachers of 5 ordinary secondary schools in Lanzhou, and interviewed 5 headmasters who are in charge of personnel work in these 5 schools. Through investigation and interview, the author wanted to find out the achievements and problems in this reform of Lanzhou, sum up experience and analyze reasons, and put forward some practicable strategies and suggestions in the end.This dissertation has four parts.Part I is the brief introduction. This part mainly covers the background, aim, significance, foundations and theoretical bases, relative research situation home and abroad, basic train of thought, target and sample selection, and methods of this research.Part II is the current situation of personnel system reform in primary and secondary school in our country. This part mainly surveys the background, aim, principles and concrete content of this reform; and it also introduces specific ways of some provinces and cities in our country in order to gain experience and find out problems.Part III is the investigation and analysis on Lanzhou current situation of personnel system reform in primary and secondary school. This part is the focal point of this dissertation. Firstly, the author introduces Lanzhou current situation of teaching body and the entire situation of this reform in Lanzhou primary and secondary schools. And then, the author analyzes the current situation of this reform implemented in Lanzhou 5 ordinary secondary schools in these 5 aspects: teachers' appointment system, teachers' check system in school, post responsibility system, structural wage system, and inspiring level of this reform to teachers; in order that the author can sum up experience and achievements, analyze problems and reasons of this reform in Lanzhou. Through the investigation and analysis of these 5 aspects above, the author draws following conclusion: personnel system reform in primary and secondary school of Lanzhou obtains certain achievements, but there are still some problems in system, society and teacher themselves with exposing some contrasts between fixed aims and reality.Part IV is the strategies and suggestions to further carry out personnel system reform in primary and secondary school of Lanzhou. The author puts forward following proposals to point at problems in investigation: (1) To set up and perfect running mechanism of this reform in society; (2) To strengthen legal establishment Of this reform; (3) To establish proper circulating mechanism of teacher and dispose teacher resources reasonably; (4) To perfect re-employment and life assurance mechanism of teacher who are laid off; (5) To enhance normative establishment of post responsibility system; (6) To further perfect headmaster-in-charge system to promote healthy development of this reform; (7) To attract teacher with preferential treatment and meet material need of teacher; (8) Carrying out the conjoint way of "promoting the anterior from one level to higher" and "eliminating the lattermost from one level to lower" to realize full-crew inspiration; (9) To widen the difference of income according to post differences and real working achievements of teacher in order to stimulate competition and improve working benefit of teacher.
