The hated employment competition for graduates after the enlarged enrollment in institutions of higher learning involves not only the graduates" employment but also, behind the heated competition, the market demand, the enterprises, the adjustment of educational students" state of mind. How to face the severe situation and how to take the positive and effective measures are what higher institutions, governments and the whole society focus on.By doing research on the outer demand market and the inner situation (talent product) in the higher education, the paper further analyzes the major factors affecting the employment structure, the tendency of the employment structure, the employment environment and the demand for talents. And thus the mode of the higher education structure and the talent supply is established. In addition, the newest idea of the marketing is applied to explaining the supply of talent are the decisive factors in the consolidation of the comprehensive national strength and the international competitiveness is advanced. Whether graduates can have full employment or not plays an important part in the strategic development of the higher education. The quality and ability education are the core of the modern higher education. Advocating implementing the quality education is the mainstream of the contemporary Chinese education theory .The human beings" development, which is based on the modern philosophy, psychology and pedagogy; the practicality of the quality education shows that it is the enrichment of the all-round developing education in the modern time, Ittakes the Chinese education along time to be really transformed ' into the quality education. At last, the idea that higher education management is the key is advanced .The educational structure should be adjusted in order to make it adapted to the change of the employment structure.In addition to the quantity expansion, the higher education market includes the profound mode transformation of the education and teaching .the thorough mechanism of the mode transformation from the planned economy to the market-oriented economy, which is the theory reaction as well as the choice of the reality. In this process, it is essential to give full play to the governmental role and give it the positive guidance and macro -control .At present, the higher institutions should go into the international market step by step, which can not only prevent the higher education resources from being wasted but also ensure the maximum effect that the higher the education development brings.
