Facing the challenge of the new century, many nations are reforming their curriculums now. The development of curriculum resources is a very important mission among primary education curriculum reform, which started in the fall, 2001. In Wenshan of Yunnan province reside numerous ethnic groups. Their cultures are rich and diversiform. From the viewpoint of the cross-culture education, the paper researches in minorities' curriculum resource of Wenshan on basis of the theory of the common curriculum resource, by the way of the interview, questionnaire and material analysis. The study possesses the theoretical and practical significance. To facilitate the study, the paper is arbitrarily divided into six parts.Part I. Making a definition of the relative notions. Making a definition of the relative notions, such as the multiracial zone, the cross-culture education, the curriculum resource, the Cross-culture curriculum resource (CECR) is the foundation of this research. The curriculum resource has been a hot topic and caught more attention and emphasis among the teachers and their colleagues in primary education since the curriculum reform. They didn't touch it before during their teaching and working, although it is one of the keys to the realization of the aims of the new curriculum.Part II. Exploring into the urgent and necessity of this research. On the basis of the current situation of the CECR in Wenshan's multiracial zone, the paper summarizes the necessity of the research as the following: the necessity of the curriculum resources to match up the newcurriculum which will be carried out in all the minorities area in 2005; the poor study on the CECR itself; the lacking of the transmitting multiracial traditional culture in school; being short of the research in the curriculum for locations and the dilemma for the bilingual teaching in the multiracial zone.Par III. Investigating the current situation of CECR of Wenshan. On the foundation of the current situation of CECR of Wenshan, the paper analyses the basic types and the main materials of the development of CECR, according to the standard of common curriculum resource. It also bravely and tentatively submits the characteristics of CECR of the multiracial zone to the authorities and specialists for their deep discussion. The characteristics are national, regional, primitive, locative, and differently quality.Part IV. Discussing the developing principles and methods of the CECR. For the purpose of avoiding random, the paper explores to the developing methods of the CECR, by adhere to the principles of the common curriculum resource basis on the analysis and features of the CECR, which are the following: laying equal emphasis on both quality and quantity of the curriculum resources, connection of developing and utilizing curriculum resources, complementation of curricular and extra curricular resources and localization of resources in according with specific situations. Because the principles can stipulate human's development of the curriculum resources. Since the principles are the standard and foundation of people's correct behaviors. Here, the topic-subject-unit developing method and the net-expanding developing methods are introduced.Part V. Analyzing the problems of the current situation of the CECR in Wenshan. In order to stimulate multiracial zone to develop and adopt more and better curriculum resources, and to guarantee smoothimplementation of the new curriculums in every primary education school in the ethnic minorities' area, some solutions to these problems are suggested by the paper. The solutions are the followings: sticking to the right standpoint of the curriculum resource, strengthening the teachers' training before working, advocating the utilization of the textbooks creatively, emphasizing the development of the special curriculum resource-the multiracial students, fostering the human resources for the development of the curriculum resource, lying down relative policies and rules for the developers and exploiters.
