The growth rate of preschool education development in our country is very fast, theoverall preschool scale has been extending continuously, and the patterns ofestablishing campuses continue to be diversified. The country attaches great importanceto preschool education and the guide direction become more and more clear, the statecouncil accelerates the development of preschool education and eases the ‘enteringcampus issues’ effectively, while also begins to focus on the quality research of thepreschool education. However, judge standards and bases of teaching institutions are theimportant link for improving the preschool educational quality, therefore establishing asystematic, scientific and complete preschool education quality assessment system has arealistic urgency.The paper learning from the experience of the relevant evaluation projects at home andabroad,based on CIPP assessment model, education equity theory as well as multipleintelligence theory, worked out " ensure the basic quality, maintenance education fair"as the guiding spirit of preschool education quality indicator system.Firstly, by Fieldsurvey analyzed the existing problems and the reasons of preschool educationevaluation in Chang zhi area. Second, by the quality of preschool education in theregion cooperatively-run schools education has carried on the actual questionnaire, andthe principles of the index system, applying expert investigation method andquestionnaire survey method to collect related information, and utilizing system views,AHP(analytic hierarchy process) and other scientific methods to determine the indexesand descriptions of the system at all levels, and also the weight of each index, resultingin the basic model of preschool education quality assessment system, using reliabilityand validity test to guarantee the correctness of the index system. Finally, this paperprovides countermeasures and suggestions for improving the assessment of preschooleducation quality system in order to as a reference for other research.
