The article is based on the theory of educational psychology and the current educational policies as its guild. It is applied to investigate about the less able students of the junior high school of Qingcheng, Tianshui prefecture, with the achievements of educational administrative science, education, educational psychology. It has made a comprehensive analysis to the investigation and provided a concrete suggestion and corresponding countermeasure how to convert the less able students.First of all, the article mentioned that in the course of carrying out quality-orientated education, some areas are still pursing the "top students" as well as the rate of promotion of students, but ignore the education to the less able students, even drive them away from school. It will heavily influence the quality-orientated education if we don't take measures. What are the real reasons of producing the less able students in these schools? And how are they converted and educated? The author based on the above points, making a detail investigation in Yuquan Middle school, Yusheng Middle School, Shimaping Middle School and the No. Four Middle School of Tianshui.Secondly, during the process of the investigations, the author tried to apple a serial of laws and polities of our country, including the laws of the compulsory education and the quality-orientated education, reading a lot of research achievements about the less able students form experts, inquiring, interviewing, class observing and reading students archive. The investigations mainly include: 1) The basic situation of the less able students; 2) The teachers' viewpoints to the less able students; 3) The relationship between teachers and students in and out of class; 4) The parents viewpoints of less able students to education. 5) How the less able students to comment teacher's instructions; 6) How the teachers to help the less able students' self-education. The author has found out the real reasons (including the inner and the outer) of producing the less able students reasons. The outer reasons come from unhealthy social environment, school education and family education; the inner reasons are the student themselves. There are also their parents' ideas lagged behind, the teacher' old teaching methods, the unsound educational system. The teachers ignore the education to the young humanly.Finally, the author provided some suggestions:1) Create a suitable social environment of converting the less able students. 2) Pay more attention to the less able students' advantage education during the school's education. 3) Suggest parents to participate the less able students' education. 4) Unite family and school together to convert the less able students. 5) Pay attention to the individual differences of students, to convert the less able students.
