In the time of knowledge economy, the core of competition for comprehensive national power has become the knowledge innovation, technology innovation, and the industrialization of high technology. The aim of science and technology is the transformation and industrialization of scientific product. Since universities and colleges are an important part of national innovation system, one significant aspect of their works is to industrialize their scientific product. This process is a complex systematic project. At present period, both the transformation rate and transformation benefit are quite low. There are many problems existing in the transformation of scientific product, and the lack of an effective supporting mechanism in particular. The aim of this paper is to discuss the effective mechanism for transform of scientific product. Methods including inductive analysis, comprehensive and comparative analyses are used to study the building of an effective mechanism. And a basic research convention is put forward. Through three aspects namely history, present situation and difficulties of scientific products that come from universities and colleges are analyzed and the reason for low transform rate are studied. In addition, the functions of evaluation, fund, intermediary, and qualified persons for scientific product transform are discussed. Therefore, some advices are given for the building of a more effective mechanism for scientific product transform, that is the building up of mechanism for scientific products transform, risk investment, science & technology intermediary service, and talents inspiring. The article also focuses on the research and introduction of a new quota system for the transformation of university scientific products through many cases investigation.
