The Research On The Incentive Mechanism Of The Transformation Of The Scientific And Technical Achievements Of Institutions Of Higher Learning

The transformation of the scientific and technical achievements has been a big puzzle which perplexes the combination of the science and technology of our country. Transformation of scientific and technical achievements of institutions of higher learning failing to transform effectively can not only be exerted great influence on the development of social economy from the institutions of higher learning and also restricts the development of institutions of higher learning. On one hand, because of the influence of planned economic system, scientific and technical research is separated from society and market, on the other hand, in institutions of higher learning there is a phenomenon emphasizing and valuing the theoretical research and ignoring the study of application which causes it difficult for the scientific and technical achievements to transform and apply. The western developed countries have not had highly centralized planned economy management system alike our country's. In those countries the scientific and technical research is connected with society and market closely at the beginning so in those countries there are not such problems as the difficulty of transformation of the scientific and technical achievements. Our country has made a lot of well-known achievements in scientific research, but there are a few scientific and technical achievements which can transform into productivity and have influence on the production. The reason is because of the drawback of the system and also because of the imperfect incentive mechanism on the personnel and scientific worker engaging in transformation of scientific and technical achievements in the course of transformation of the scientific and technical achievements. The academia have done a lot of research on the problem of transformation of the scientific and technical achievements, but we have not solute this problem effectively. This text is to offer reference and suggestion to establish and consummate the mechanism of transformation of scientific and technical achievements, especially the incentive mechanism by analyzing the main bottleneck of transformation of the scientific and technical achievements——the incentive mechanism. The article starts with the concept of transformation of scientific and technical achievements and incentive mechanism, it discusses the important role and function of the incentive mechanism, analyzes the problems in the transformation of the scientific and technical achievements of institutions of higher learning, and puts forwards with perfecting the incentive mechanism of institutions of higher learning and enterprises.
