Science culture includes two parts: hypostatic and superorganic. The former means the substantial matter, including science knowledge, science method, science technology, etc. which materializes the practical value of science. On the other hand, the latter means spiritual value of science culture, including science thought, science ethic, science beauty and their soul--science spirit, etc. Which is important to bring the initiative of students into full play. All these elements infiltrate each other, unified by science culture. However, the superorganic part of science is obscure, and it can't be expressed clearly and systematically. Instead, it is usually contained in the behavior of boffins and standardizes their behavior. All the contents included in the science culture must be apprehended by every one and become a part of one's quality, which is called science quality. As we all know, science quality is mainly transfer by science education. That is to say, science education should transfer whole science culture, in essence, science education should be science quality education. It will not only transfer science knowledge and science technique, but also let students understand the profound culture meaning contained in the science. Including science thought whose core is dialectical materialism, science ethic according with social ethic, beauty in science, etc. The students will understand and love science after accepting such education. After accepting whole science culture education, the students will grasp the soul of science culture——science spirit, which will be digested by them and become their habit of thinking and behavior, i.e, the students will possess science quality. In fact, science quality has the same frame as science culture, including to grasp science knowledge, to handle science method, to understand science thought and beauty in science,etc, these will help students form science spirit of their own.What worth mention is that the different group who accept different level science education have different level science quality.As to general public(referring to the people who accepted education under the level of senior high school),their science quality's level should achieve the two points as the following:1)they should know the basic scientific language and scientific viewpoint, so that they can grasp the basic science knowledge needed in everyday life.2)they should have the ability to understand the influence of science on our life. They can understand the science culture and the world practical and realistic, can accept the phase character and mistake character on the course of thing's development, can seek truth from facts, can reject pseudoscience & antiscience willingly.However, the scientific literacy of undergraduate who studying science & technology not only refer to their own life rich or efficient , but also have effect on our country's ability of sustainable development and the stamina of science & technology. For undergraduate studying science & technology, their apprehension about science culture should be further profound than grass-roots. That is to say, the scientific literacy's level is higher than grass-roots. It shows as the following mainly:①They not only need grasp basic science knowledge, but also need further research in one or some field in order to know the science system's history ,actuality and foreground of the field. ②They must apprehend the essential of dialectical materialism epistemology and use scientific methodology flexibly. ③They can form scientific thought whose core is dialectical materialism and build up right scientific value, have profound insight to nature, science and society. ④They need to understand the beauty in science and sublime it more advanced sensibility. ⑤ They have strong science responsibility, gracious moral character and fine behave habit under the regulation of scientific ethic. ⑥Most of all, they should not only be a inheritor of science ,but also a pathbreaker.
