Incentive and constrain are two different kinds of management. The former stresses mainly on the employee's working enthusiasm and figure out a way to solve such problem as the insufficient creativity and so on. Thus exerting their latent intelligence. The later mainly lays emphasis on solving the problems like interpersonal relationships, behavior orientation etc. In this way can well protect the fundamental interests of both the administrator and the employees.Just as country's prosperity lie in the people's intelligence, people's intelligence lies in education and the development of education lies in its staff. The whole university's staff whose duty is fulfilling educational teaching responsibility, undertake to impart knowledge and educate people for one hand, on the other hand they train socialist cause builder and successor, and enhance the mission of the whole nation's quality. So the function of the university's teachers are closely connected with the able men's coming forth in multitudes, with economic development, with the development of the whole society.The aboved two kinds of activity just aim to arouse the whole staff's enthusiasm, creativity and to improve efficiency on one hand, furthermore, to guarantee their behavior direction and the university's development goal at the some path. So, to have a systematic study of the mechanism of the incentive and constraint, to set up reasonable mechanism of them can benefit the construction and the improvement of the university's standard for running a school and management efficiency. This mechanism eventually can make the individual's development and school development compatible.This essay adopts the method of conclusive theory, special interview and questionnaire investigation, etc. It takes WuHan University of Technology as an example, and attempts to carry on a comparatively analysis of its problems deeply rooted in the aboved mechanism. In addition, it also tends to do a systematic discussion about the constructure of the mechanism. At the same time it puts forwardhow to design this university's efficient mechanism, and its relevant counterpart measures aiming at offering for the fact that sets up valid and feasible university teachers' encouraging and constraining mechanism. Finally it may have a function of consulting.
