Punishment to individuals or groups of students is one of the assistant ways of school education. It can help students be able to distinguish right from wrong, goodness from evilness and respond correctly to punishable behaviors, make correction of behaviors come true and help maintain school rules. At present, there appears an abnormal phenomenon of "avoiding talking of punishment" or "only reward, no punishment" in school management. What we aims in discussing the punishing function of reward and punishment in school management, is to reawaken people's attention to the educational significance of punishment and the techniques of correctly using punishment. By comparing and contrasting what is practiced in the U.S.A, Japan and other countries, conclusion is drawn as follows: the present social value does not deny or expel proper physical punishment or disguised form of physical punishment. Legally speaking, people haven't broken law if the measures they have taken haven't brought any harmful result .The criteria used to judge if an action is physical punishment or disguised form of physical punishment forbidden by law is whether students are hurt physically or psychologically. If students are not hurt physically or psychologically the action is considered a lawful way of education. Punishment is an effective measure of education .At present, it is necessary to have proper legal explanation of what is physical punishment or disguised form of physical punishment, so that proper punishment can be correctly taken and teachers can use certain obligatory measures in correcting students' bad behaviors. Meanwhile, there are problems existing in the making and carrying out of most school rules, which are not good for governing school by laws and rules and bad for cultivating students' lawful behaviors. The educational authority should establish special schools for behavior correction, which not only solve difficulties of problem students' right of education, but also crash the hard nut in school management. What's more, it is necessary to strengthen teacher training, to set up a new and equal teacher—student relationship of reciprocity, and to improve teachers' techniques of correctly using punishment. Of course, it is out of the question to realize the goal of cultivating students into lawful citizens and creative talents. Only by constructing learning classes, reinforcing cooperation among schools, families and communities in order to set up an effective educating environment and instructive guidance of behaviors, can students' healthy growth be accelerated.
