| This article discusses the establishment and separation of the programme management objectives and administration objectives for foreign expert employment at agricultural universities by means of studying management objectives. It also studies the establishment of evaluation system of foreign expert management. It researches the steps and process of foreign expert management by objectives (MBO). According to the article, the whole management process of foreign expert MBO at agricultural universities may be divided into three steps. The first step is the establishment of foreign expert programme management objectives and administration objectives. The second is the control and adjustment during the execution of the foreign expert MBO. And the last is the management evaluation system. The article also studies and analyses concretely the feasibility of carrying out MBO in foreign expert management at agricultural universities by studying the case of the teacher's foreign language-training project at China Agricultural University (CAU). MBO helps to carry out the evaluation of foreign export employment objectively and improve efficacy.The study shows that, it is necessary for agricultural universities to establish the foreign expert MBO system. It helpful to make clear and definite the purpose of foreign expert employment, choose excellent foreign talents we need and improve the results of employment decrease the costs of employment by using the results management—results evaluation system.In addition, this article also studies and compares foreign expert management patterns of Chinese agricultural universities in different historical periods. It believes that bringing foreign talents into Chinese agricultural universities fastens the development of Chinese agricultural higher education, promotes the foundation of new disciplines and textbooks. It also plays a positive role in agricultural talents training, laboratory construction and agricultural scientific research.The article is composed of six chapters. Chapter I is forward, Chapter II is the theories of MBO, Chapter III is the development history and status of foreign expert employment management at agricultural universities in China, Chapter IV is the practice usage of MBO of foreign expert employed at agricultural universities, Chapter V is the case study of MBO programme at China Agricultural University, the last chapter is the results and discussion. The Chapter IV and Chapter V are the key parts of this article. |
