Considering the present situation of vocational education in our country, the previous theory and method of education evaluation, and the experience for developing vocational education in modem countries, propose a scheme to make teaching evaluation in departments at the colleges of vocational education. This scheme is tested and checked with a satisfactory result. Firstly, we analyze the developing course and the basic character of vocational education and describe the content, property, classification, and function of vocational education. Secondly, we design a system and a standard to evaluate the teaching work of vocational education, which include the basis, principle, design, and content for evaluation index, and the basis, principle, constructing element, content, design, and result for evaluation standard. We also introduce a method to realize that scheme, that is, the joint evaluation carried out by internal and external experts of a college, and the self-evaluation and re-evaluation made by departments and experts, respectively. Thirdly, the scheme are examined at Wuhan vocational college of communications, showing that the evaluation arrives at the expected purpose and makes a distinct improvement on the developing plan and the teaching work at that college. Some shortcomings in the teaching work and management are found out in the procedure of the evaluation. Finally, we summary the evaluation scheme and the corresponding realization method and make some useful suggestions. Those will greatly promote both reformation and quality of teaching in vocational education.
