Research on teaching comprehensive evaluation of colleges and departments in Local UniversitiesThe government's requirements for university performance and education and teaching quality are constantly improving.Universities are under pressure from various comprehensive evaluations and teaching evaluations.They need to continuously optimize the internal governance system,mobilize the enthusiasm of colleges and departments to run schools,and continuously improve school performance and education and teaching quality.Strengthening the comprehensive evaluation of colleges and departments while decentralizing is an important governance method.Under the macro background of deepening the reform of education evaluation in the new era and a new round of undergraduate education and teaching review and evaluation,the original comprehensive evaluation system of colleges and departments needs to be further optimized.On the basis of literature review and theoretical research,it is found that the theoretical research of teaching comprehensive evaluation of colleges and departments has the problems of theoretical lag,in-depth research and low research quality compared with the evaluation practice.Therefore,the research on the teaching comprehensive evaluation of local colleges and departments is conducive to enrich and develop the connotation of internal governance and highquality development of universities,optimize the relationship between the purpose and means of teaching comprehensive evaluation,correctly play the guiding role of evaluation,and guide the continuous improvement of the level of teaching comprehensive evaluation of colleges and departments.The comprehensive evaluation of teaching in colleges and departments is widely used in practice.The quality management of external education and teaching and the comprehensive evaluation of undergraduate education and teaching work by the state are the practical basis for the comprehensive evaluation of teaching in local colleges and universities.In terms of internal practice,according to the great differences in the situation of different universities,on the basis of data collection,the teaching evaluation rules and regulations and specific index systems of 37 local universities are studied.The study found that the comprehensive evaluation of teaching has the largest proportion in the comprehensive evaluation of colleges and departments,the evaluation principles and methods are consistent to a certain extent,and the evaluation results are used.However,the following problems were found,there are strong managerialism in evaluation,overly publicized function of evaluation's supervision and accountability,contradiction between evaluation principles and methods,dereliction of duty and arrogance in teaching quality assurance,performance-orientedism and deviation from goals,and insufficient governance of stakeholders.It is feasible and necessary to study and formulate a universal comprehensive evaluation index system of college and department teaching.According to the principles of teaching center,educational nature of teaching,academic nature of teaching,goal of teaching,main body of departments,and comprehensiveness,combined with expert interviews,a comprehensive evaluation index system framework for teaching about colleges and departments in local universities was formulated.The Delphi method is used to complete the revision of the index system.In the first round,determine the comprehensive evaluation index system of college and department teaching,in the second round,calculate the weight coefficient of each observation point according to the expert weight,and complete the preparation of the comprehensive evaluation index system of college and department teaching.The index system includes 7 first-class indexes and 38 observation points,including teaching management,teaching capital construction,teaching research and reform,practical teaching,teaching level,learning effect and teaching characteristics of colleges and departments.The connotation and evaluation criteria of 38 observation points are explained and defined.According to the teaching situation of the college in 2019,seven experts are invited to apply the index system prepared by the research.After the expert evaluation,the actual college and department teaching comprehensive evaluation index system and the teaching comprehensive evaluation results of the college of education in 2019 are sent to the experts,comparative studies and expert interviews were conducted.Experts believe that the comprehensive evaluation index system of college and department teaching formulated in this study is more in line with the core idea of educational evaluation reform and audit and evaluation in the new era,and is more scientific and universal.At the same time,it makes an overall reflection on the basic concepts and requirements of the design of comprehensive teaching evaluation of colleges and departments in local universities.The countermeasures put forward in this paper include improving the status of comprehensive teaching evaluation of colleges and departments,clarifying the objectives of comprehensive teaching evaluation of colleges and departments,giving full play to the evaluation main role of stakeholders,optimizing the organizational structure of comprehensive teaching evaluation of colleges and departments,designing the procedures of comprehensive teaching evaluation of colleges and departments,paying attention to the use of qualitative evaluation methods,perfecting the scientific application system of evaluation results.On the whole,this study believes that the goal of comprehensive teaching evaluation for colleges and departments should point to quality improvement,the focus should reflect the teaching process and behavior,and the method should pay attention to expert judgment and weaken quantification.Of course,there are still some deficiencies in the research,such as the poor consideration of inter university differences and department differences in local universities,and the lack of in-depth application research,which is an important direction for further improvement in the future.
