In recent years, the operational efficiency of colleges and universities has aroused widespread concern in society. As a relatively independent unit, the enthusiasm of running a school and the effectiveness of the second-level colleges and departments have a direct impact on the development of universities. The input-output efficiency analysis of the secondary colleges and departments can reflect the overall operating efficiency of colleges and universities to a certain extent. To put forward key suggestions for the development of secondary colleges and departments, and to improve the vitality and efficiency of secondary colleges and departments is of great significance to the development of col leges and universities.First of all, from the perspective of input and output, this article establishes a set of efficient evaluation index system for colleges and departments. The input part mainly includes human resources, material resources and financial resources, and the output part mainly includes personnel training and scientific research output.Then,10 departments of H University were selected as the research objects, and the classification evaluation was carried out. Finally, using principal component analysis and data envelopment analysis(Data Envelopment Analysis,DEA),a comparative analysis of the operational efficiency of colleges and departments in 2019 and 2020 is carried out, focusing on the comprehensive efficiency of input and output of various colleges and departments in 2020,technical efficiency, scale efficiency, and non-DEA effective departments to analyze input redundancy and output deficiency. The analysis results show that the overall operating efficiency of colleges and universities is good.Compared with 201 9,the overall operating efficiency of colleges and universities will be improved in 2020;there will be a total of 4 colleges and departments that achieve DEA in 2020,and 6 non-DEA effective colleges. In the department,3 returns to scale are increasing, and 3 returns to scale are decreasing.Non-DEA effective departments generally have problems such as unreasonable resource allocation and redundant investment in human resources and material resources. In response to the analysis results, some suggestions are made for the development of the secondary faculties and departments.
