Independent colleges possess the advantages of private universities and generalpublic universities; also overcome the shortages, therefore independent collegesexploratory land out a third way of higher education in china which is different from thegeneral public universities and private universities. So far for developing relevantproblems of independent colleges, government role positioning and governmentbehavior is lack of research, most of the attention is paid on the management of collegeitself. So in this paper, research is carried on for relationships among the government,the independent college, teachers, and students, Also the demands on administrativedepartment and problems existing in the development are analyzed, in order toaccurately posit the government role and provide reference opinions on promoting thehealthy development of independent colleges.The paper’s main content includes: respectively from four aspects——the policyguidance and regulations management, human resource management, educationsupervision management and assessment management to discuss existing problems ofadministrative departments’ management for independent college. Take A college as anexample, questionnaire and interview subject are designed. case investigation method,the probability sampling investigation method and questionnaire investigation methodare adopted to find the difference between the college internal demand and collegesituation, the advantages and disadvantages between current situation and expectedstates are analyzed, and needs of the internal administrative department are presented.Therefore, the paper puts forward relevant suggestions and countermeasures for theeducation administrative departments for independent college education processmanagement.
