With the higher education coming into the massification stage,teaching quality has become a hot topic in higher education.At the same time,the government and universities as well as society pay more attention to teaching quality which is the core of higher education.As a unique evaluation means,self-evaluation is widely used in most universities in recent years.Viewed as the basement of the evaluation system,self-evaluation is an independent evaluation that proposed by the Ministry of Education issued The Views of the Ministry of Education on the Evaluation of undergraduate Teaching in 2011.Taiwan and mainland China have similar development experience in evaluation of higher education.From the comparison of the self-evaluation present situation,the department self-evaluation system and its reforming are well worth learning.Therefore,this study attempts to make an overview on Taiwan's universities department self-evaluation and take the self-evaluation of Taiwan Politics University as an example to analyze the process as well as provide reference for the implementation of self-evaluation mechanism of universities in mainland China,so that a better quality improvement mechanism will be built and the quality of higher education will be effectively improved as well.The first chapter is introduction.It mainly includes the international background,the domestic background,the purpose and significance of the research,the definition of the core concepts,the literature review about higher education evaluation,department evaluation and self-evaluation,the main research contents,research methods and research ideas.The second chapter is theoretical basis of this study.This chapter mainly introduces the theoretical basis of the study.This study is based on the theory of total quality management,PDCA cycle quality management theory and educational evaluation theory as the theoretical basis for the department self-evaluation of Taiwan's universities.The third chapter is the research on department evaluation in Taiwan.By introducing the evaluation system and summarizing the development and classification of the department evaluation in Taiwan,this paper points out the development trend of the evaluation system,which is established self-evaluation of department evaluation mechanism.The fourth chapter is about making a research on the department self-evaluation of universities in Taiwan.Through the comparison of the self-evaluation and external evaluation of department evaluation,this paper concludes the advantages of self-evaluation at the same time introduces the self-evaluation systematically about working principle,necessary conditions as well as the way of implementation.In addition,taking Taiwan Political University as an example to analyze the process model of department self-evaluation and provide a reference for the formation of the process of self-evaluation in mainland China.The fifth chapter is about the enlightenment of department self-evaluation.By integrating the advantages of self-evaluation in Taiwan,it can provide a reference for the implementation of self-evaluation mechanism in mainland China.
