| Community construction, which is an exploration to reconstruction of the society, is developing fast all around China. Presently, it has displayed huge social benefit, and the developing situation is quite good. After 3 years development, Er'dao District community construction has been on its way, on one hand, the development speed is fast; on the other hand, there have been some problems, such as the direction of the construction, whether there is an internal regularity to observe, and how to keep up with the city construction. Leaders of the construction are annoyed by these problems, and the need theoretical guidance intensively. The author's work is connected with this work; he has many years' experience, and has studied public management. By introducing and analyzing the Er'dao District community construction, the author has found the method to solve these problems, theoretically and practically. Meanwhile, the author wants more attention to the community construction around the scientific and learned circles. This essay begins with the objective introduction to the Er'dao District community construction, reviewing and analyzing the achievement and the main problems, demonstrates that the community construction is not only a single social work, but also relative with city managing constitution, democracy, the readjustment of the relationship among nation, market, and community, power structure transformation, social framework transformation. So, community construction needs global programming. Further, we make sure that, to intensify the community construction, the emphasis is to build a new social management system, promote "the separation of the society and the politics", "the separation of the enterprises and the society" and "the separation of the politics and the enterprise management" and further to promote the social structure separate into nation, market and community. The essential of the community construction is to restructure the relationship among government organizations, community organizations, economy organizations, social mediate organizations, and community. In these 3 years, Er'dao District community construction is mainly in 6 aspects: founding an organization; compartmentalizing the community; rebuilding the social organization; having held two inhabitant committee election; intensifying facilities construction; perfecting the function of the society. The achievement can be concluded into 4 aspects: first, founded a new substrate management system; second, broke the bottlenecks that restrict the community construction; third, set up classical examples of community construction; fourth, created a good circumstance for the community self-government. There are a few problems in Er'dao District community construction. 3 most emergent problems are discussed in this essay; first, because the government reformation has dropped behind, there isn't a community construction guidance pattern. Second the self-government function of the community construction is insufficient. Such as the community function is administrative, the community policy-making body is administrative, the block association is administrative, community regulations deficiency, personnel rights and decision-making rights deficiency, supervision and premium system deficiency. Third, the members' participation is too deficiency, as the unity participation is not enough; most of the participation is unpolitical; the activeness of the unit participation is quite low; most of the participation is passive. In order to promote community construction effectively, there are two problems to be solved, one is the realization, and the other is the course. There are two mistakes to retrieve, first, community construction is a department's work; second, community construction is only to solve current problems, and to respite realistic contradictions.
