Innovative Research For College Capital Construction Management

Building a conservation-minded society is an important measure to implement the scientific development concept, which has important strategic significance to our country such a large population and relatively scarce resources of developing country. To advocate the building of a conservation-minded society in schools especially in institutions of higher learning and carry out specifically into the construction of a conservation-minded campus play irreplaceable roles in impelling the formation of frugal atmosphere of the entire country and society and striding towards the goal of sustainable development strategy.The university basic construction management is an important component of management.In university basic construction management, the university which take its course, emphasis on the early stages of project management,is the most effective and direct way in which control project cost, save construction funds, saving for college construction. In university basic construction management, the impact of project cost by many factors, fuzzy capital program, departing from the rules of the capital program is one of the root causes.In this paper, based on the capital management of the various types of colleges and universities rules and regulations, economical colleges and universities as the background, the scientific development concept, recycling economy theory, the new public administration theory and system theory as the theoretical foundation, procedures from the perspective of the capital, engaged my many years of working capital management experience in the campus combining, Huazhong Agricultural University in evidence, reflect the law of colleges and universities capital management's infrastructure program research and re-thinking, focusing on the early phase of the project decision-making, the project reported that construction, design and engineering drawings for bidding, such as four segments, summed up the colleges and universities capital management's basic law of " three stages,eight links, the contents forty-two", the formation of the project "the contents of twenty-seven in early stage,the flow chart eighteen step."
