In rural primary-and-middle schools of China, traditional management and educational patterns can no longer meet the requirements of knowledge-based economy which emphasizes the students' creative awareness and capacity. According to lifelong study theory, primary-and-middle schools in rural areas should focus on the upgrade of the teachers' quality, carry out the task of basic education, and help promote the development of the local economy. Up to the present there are some studies about basic education in rural areas, most of which centered round the educational contents, educational style or teaching staff instead of school management or teachers' learning. The study on teachers as a learning part rather than a training object is rare. Based on the learning organization theory, this dissertation will discuss the problem of rural school management and teachers' learning. As Henan Province is a typical agricultural province with a large population, and Zhengyang County a typical big agricultural county, whose basic educational level is in conformity with the average level of Henan province, it is advisable to select Zhengyang County as the study object.The dissertation is divided into three parts except for Preface and Conclusion.The first part discusses the main characteristics of the learning organization theory, and on the basis of which, suggests the basic features of the learning organization in rural primary-and-middle schools.The second part presents the existing problems in the educational management and teachers' learning in primary-and-middle schools of Zhengyang County by means of questionnaire and interviews. Those problems involve the lack of motivation in both teachers and administrators, the lack of a shared vision for the development of schools, the lack of any organization for team learning, the loose link between the teachers' training and their practical teaching, the looseness in the routine learning management, the disagreement between management system and operation system, and the conservative ideas of the teachers. From the perspective of human resource management, those problems originate from traditional section-level management. The construction of the learning organization reflects the needs of improving the management in rural primary-and-middle schools in knowledge-based and learning society.The third part proposes some measures on the construction of the learning organization in Zhengyang primary-and-middle schools, including security of the construction of the learning organization by government, the undertaking of the learning organization by primary-and-middle schools, and the teachers' motivation for learning. Also, this part puts forward the specific pattern and the operation mechanism for the learning organization of primary-and-middle schools in Zhengyang County.
