Readjustment of rural and pastoral primary and secondary schools is an important topic in the process of education reform in Hulunbeir, which is an important policy for optimizing the structure of education, making use of educational resources.The aim is to move resources of education, to enhance the allocation efficiency, which is good for people and the village. However, when it solved some old problems, it also brought a series of new problems. The main purpose of this paper is: to find out the basic situation and background in the rural and pastoral areas in Hulunbeir; to tease the current situation of schools systematically and reflect the problems and obstacles of dismantling and combining of primary and secondary schools here; and to explore how to deal with the goal orientation and countermeasures in the process of readjustment of rural and pastoral primary and secondary schools.The suggestions of promoting the readjustment:more people should be allowed to participate in policy, the implementation of the program would be informative and possible, to improve the enforcement mechanisms.The purpose is to promote the development of education healthily and orderly, to promote the solution of the balanced development of education fairness and compulsory education extendedly in rural and pastoral areas in the future.
