Establishing the school inner personnel system that is suitable for the socialist market economy is the research orientation of the school management for the time being and also in the future. The No.3 Middle School of Zhongxiang City in Hubei Province brings in lots of new concepts, such as the theory of socialist market economy, the human resources theory, management of school itself and so on. We have been exploring the reform of school inner personnel system and carrying out the personnel reform, for example, to set up the positions and fix the manning quotas according to the demands, to give public notice of vacancies to be filled, to compete fairly, to employ on the basis of competitive selection, to do scientific assessment. Next, we change the mechanism of personnel placement, set up the public, fair and impartial mechanism of employment and form an active and enterprising environment. Then we establish the system of the personnel force report and regular adjustment, set up a variety of positions properly according to the fixed number of personnel force and structural proportion of teachers'work posts. What's more, we basically establish the new mechanism of employment such as the employment of headmaster on the basis of competitive selection, the selective employment of middle-level cadres and the comprehensive employment of teaching and administrative staffs; we set up the mechanism of management of school itself, for example, headmaster is in charge of school under the leading of the board of school ; the target contract management and supervisory institutions take part in the administration. Finally, we use the distribution and encouragement system combining the structural wage system with the partial post annual salarysystem and try to carry out the proper employment mechanism in which we make assessments according to the teachers' professional skill and the employment of the staffs and the application of staffs are separated.The establishment of these systems completely destroyed the lifelong system of personnel placement, solve the overstaffed problem in a suitable way, encourage and stimulate teaching and administrative staffs' activity. It has a great effect on reform and sets a good example to the reform of school inner personnel system on foundation education. Moreover, it offers lots of valuable experience for the reform of personnel system on foundation education. Meanwhile it gives us profound enlightment- the reform of school inner personnel system needs the macroregulation and support of the government. It needs the democratic participation of the whole teaching and administrative staffs and the complete advancement of the systematic design therefore we can form a enduring-effect mechanism!...
