The reform of examination assessment is a linchpin of implementingQuality-oriented Education. As the key to reform of NCEE, it is important to researchon two issues in Integrative Abilities Test, how to assess student's competencies, howto embody the kernel of Quality-oriented Education. As for the current IntegrativeAbilities Test Paper, there is obvious assembling subjects pieces mode in it, and themainly part is still test knowledge. The examination paper is empty of specificfeasible ability objective. To deal with Integrative Abilities Test, school education hasto adopt repeating practice as the settlement. Therefore, for the sake of avoiding theblindness in designing test paper, enhancing the creditability & validity of abilitiesassessment, it is necessary to construct a multi-dimension model of test paper.Through the study on internal & international research of competencies test, andbased on the theories about competence, the author points out that integrative abilitiesare a group of abilities beneficial to lifelong study and personality improvement. Todecide which abilities related to Integrative Abilities Test, we should think about fourprinciples, to meet the demand of improvement of the society, to meet the aims ofQuality-oriented Education, to meet the thoughts of lifelong study, to focus on thereality of students. Information ability, design and organize ability, critical thinkingability, communicate and express ability, solving problem ability are fivecompetencies the test objective should concern.As a psychology character, ability usually shows with specific behaviors.Accordingly, the author benefits from Bloom's taxonomy of educational objectives.taking behavioral method, the author decompose the five ability modules and form adetailed evaluate standard of competences elements. The evaluate standard providereference for Integrative Abilities Test, and make it possible for assessing differentlevel of competence. To construct a proper test paper, we should proceed with threeaspects, STS issues, competencies objective and test questions'mode. The design oftest paper should take competencies assessment as the key link, STS inspirit as theclue, and the test paper should have germane knowledge background and societalproblem center. In the last part of dissertation, by means of the Shanghai 2004/2005Integrative Competencies Test data, the author discusses the method for analyzing andevaluating the test paper.
