With the fast development of social economy and constantly rising of people'sstandard of living, people strongly hope that their children will receive good educationequally. Therefore, balanced development of fundamental education becomes a focusfor the government and the people and an indispensable way to realize social justice.But because of nature, history, system and other reasons, the discrepancy offundamental education development had been existing.
