With the fast development of social economy and constantly rising of people'sstandard of living, people strongly hope that their children will receive good educationequally. Therefore, balanced development of fundamental education becomes a focusfor the government and the people and an indispensable way to realize social justice.But because of nature, history, system and other reasons, the discrepancy offundamental education development had been existing. In this passage, the authorthinks that we can reveal its character and essence and put forward the correspondingstrategy of controlling the discrepancy if we analyze the discrepancy of fundamentaleducation development scientifically.At the beginning, the author brings forth the theoretic base of balanceddevelopment of fundamental education, systematically formulates the meaning andcriterion of balanced development of fundamental education .The author believes thatwhether fundamental education is balanced or imbalanced depends on the process ofeducation and educational input, namely, use providing and utilizing of teachingequipment ,the structure of teacher's educational degree ,the average educationalfunds given to a student ,the ratio of pupils to teachers ,the rate of students who dropout of school ,etc as a ruler .When these aspects are basically equally in every schoolin the period of fundamental education, thus we can regard it as balanceddevelopment. Then after analyzing the basis of motivation of balanced developmentof fundamental education in Shanghai, the passage describes the current situation ofimbalanced development of fundamental education in Shanghai and analyses itsreason, with students in primary or middle school in Shanghai as a researching subject.The author formulates the imbalanced development of fundamental education fromtwo aspects :one is the input of educational funds; the other is imbalanced teacher...
