The equal distribution of fundamental public services is an important measure towards the goals of building a harmonious society and bridging social gaps. As its integral part, the equal distribution of compulsory education is the basis of social equality as well as an important means to the equal distribution of fundamental public services; more importantly, it is a prerequisite to the building of a well-off society and the rejuvenation of China.Based on theory, investigation as well as advanced experiences in equal distribution of compulsory education in other cities and abroad, the present study aims to describe the distribution of compulsory education in Guangzhou from three aspects:expenditures, education accessibility, and teaching staffs. Then the study moves on to propose some suggestions and measures regarding how to maximize the equal distribution of compulsory education.
