There are still a lot of problems in the current stage of the development of balanced development of education. At the present stage, the supply of compulsory education between urban and rural areas and between different regions, between schools and groups still exist a large gap, which the most important is people tend to focus on the balanced development of material resources, to the neglect of the balanced development of intellectual resources. This has seriously affected the quality level of the balanced development of compulsory education.
