A Research On The Predicament, Cause And Countermeasures Of The Recruiting In The Secondary Vocational Education

Recently, the recruiting of The Secondary Vocational Education (SVE) is in the predicament. At present, however, the research on this problem is generally non-system and few studies can be found. In practice, some feasibility countermeasures have not been set up. Using both of quantitative study and qualitative study, taking the theory and practice of recruiting of SVE as objects, the research in the thesis explores the predicament, the cause, and presents a few of suggestions in accordance with the cause.The predicament of the recruiting has two forms of expression: 1.From 1999 to last year, the source of students of SVE reduces year by year than the one of the ordinarysenior middle schools--from 55.16% proportion of the whole high school stage in1998 drop to 38.81% in 2004; The reduction of the source of students must bring lower quality of new students; 2, The market of recruiting is very disorder.The basic reason for the decreasing of the new students' quantity and quality is the choice of the students and their parents between the two types of education. The Chinese traditional culture and concept has influenced the correct views on SVE by culture analysis; Introducing the economic nature of students and their parents and by the economic analysis, in students and their parents' opinion, choosing the ordinary middle education is the greatest benefit. The reason for the market's disorder is that the market and the government has some flaws itself and no amplify necessary rules and regulations, many illicit competitions; Furthermore, the delay development and reform of SVE itself hold back the recruiting.In the part of countermeasures, some suggestions about how to get rid of the predicament for SVE are pointed out: 1,Change the unfavorable cultural environment for SVE mainly by education, setting up a series of courses in the junior high school to introduce the knowledge of SVE to students, which not only can eliminate the social prejudice against SVE, but also can invest the ideology of students and their parents to alter the value of the "cost-benefit" function in order to control people's behavior. 2, Because the market has been out of order, the government should be intervene it. Instead of by means of one hand, the government should adopt tow hands to mange the market, especially the broker. 3, SVE must reform itself to meet the needs of the time not only by making rational adjustments in the distribution of SVE, rebuilding specialties, transforming teaching and training teachers, but also by making order for graduates to improve the job opportunities and in the end, dealing rationally with the relation of "Relaying-education" and "Terminating- education".
