Investigation On The Implementation Of Aid Policy In The Secondary Vocational Education In Henan Province

With the development of new normal economic, the demand for talents has risen to a new level, and the Ministry of Education jointly issued the Construction Plan of Modern Vocational Education System(2014-2020), which views the vocational education as the key content of talent cultivation. As a part of the vocational education system, secondary vocational education sets up students' financial assistance policy system, which based on national free tuition and student subsidy, accompanied by school and social support as well as internship.Education aid plays an important part in the development of education cause, since it not only guarantees the educational right for citizens, but also makes supplement to education resources, especially that the social capital investment alleviates the funds shortage of education development. From the perspective of human capital, economists holds that in the competition of labor market, the competitiveness of labor is influenced by its educational attainment and operational capacity, namely human capital, with a result of the divergence between labor income. The most effective way to get rid of poverty is to accept education, increase human capital. But the execution of relief policy is in trouble and output of secondary vocational education is limited at present, without complete solution to the crucial problem of secondary vocational education, which in turn derives a new cycle.In order to solve this situation, the author carried out a questionnaire survey analysis of secondary vocational education aid recipients, based on the Human Capital Theory and Game Theory from the perspective of social security. What the author found is that the current aid policy execution faces such problems as obscure will of the relief object, ignorance of aid policy, mismanagement, offside and unscientific management of school, policy implementation procedures is not strict etc. Based on field investigation combined with related literature research, the author came to a conclusion that the main problems come from insufficient policy propaganda, the failure of combination of humanistic care and strict management, inadequacy of accountability mechanism, unscientific acquaintance of society and the lack of policy incentive of free tuition as well as other aspects. Combined with the relative experience in and aboard, the author offers some suggestions to solve these problems from the following aspects: as for the government, it's to enhance the publicity of the importance of relief policy and secondary vocational education, reinforce fairness and rationality of policy enforcement procedure, intensify the supervision and accountability of policy execution, strive to exert its positive incentive; as for the school, it's to attach importance to education and guidance of students, create a positive learning atmosphere; from the aspect of family and individual, it's to set up correct talent philosophy, take a scientific and rational view to secondary vocational education, establish reasonable development direction according to one's own capability, continuously enhance one's human capital, promote the development of economy and society. Only in this way can the goal of educational assistance policy be reached, fair relief fulfilled, and we can explore new model of economic development which is comprehensive, balanced and sustainable, promoting new pattern of economic development through innovation.
