The thought of "government by actionless activity" may be traced back to ancient times and has extensive knowledge and profound scholarship. It was initiated in the West Zhou Dynasty, and formed in the Spring and Autumn Period, and the Warring States Periods. The thought was expounded by the Confucian school, Taoist school and Legalists school etc., especially represented by the Taoist school. The enlightening thought, handed down by generations of great thinkers and politicians and added or subtracted in contents, is still radiating myriads of wisdom rays.The actionless activity, which discusses a thought and methodology of management, has close ties with management from the very beginning. Thus, as an ideal management target, the "government by actionless activity" has been pursued as top ideal state by the governors and management experts of past ages. In the Chinese history, the Taoist thought has resulted in widespread influence, usually concerned with the state government, once being accepted by the political governor, it would make the society and people's life stable, and promote the economic development. From the middle of eighties of 20th century, the study climax of the Taoist school quietly sprang up while the management highlights of the thought were annotated in perspective of modern management. The thought was spreaded into the enterprise, into the management and to the world.The management highlights of "government by actionless activity", may be expressed as: "the ways of heaven by those of Tao, and the ways of Tao by Self-so"; "the Sage uses the heart of the people as his heart"; "the ruler should practise the natural way of Tao 'actionless activity'"; "the art of making the roots strike deep by fencing the trunk"; "carrying on wordless teaching" to be a model. To inspect the management of modern higher education in the thought of "government by actionless activity", we find out that the power to make one's own decisions for the university is to be ascertained; that the system and pattern of the university inner management need to be changed; the academic power bestrengthened; the quality of the management be further improved.Therefore, applying the thought of "government by actionless activity" in modern management of higher education, we may gain a good deal of enlightenment. Firstly, the management focus of universities should be transferred lower, and the management framework be improved. Secondly, taking man as the most important, it is to improve the system of democratic management. The important things are to arouse people's enthusiasm, to set up a good drive mechanism with goal drive as direction, combining material drive and spiritual drive, emotional drive and the drive of rewards and punishments, to practise the democratic management with the idea change as premise, the open dealing university affairs as basics, the system betterment as guarantee. Thirdly, coordination and integration are used to promote the academic system and executive system interactively. The management framework to establish a good mechanism, is to construct a reasonable power structure in the university management, and be guaranteed in the system to realize the sustainable development of higher education. Fourthly, the quality of management should be improved to raise the level of leadership and management. "Carrying on wordless teaching" tells us that we must increase the ideological and moral cultivation, put emphasis on training and improving the whole quality of management, and bring non-power influence into fully play in the university management.
