The rise and fall of the national movement is based on education.The competition of modern society is the competition of talents.The development and training of talents depend on education.Education is the cradle of training talents.Education is the cornerstone of national rejuvenation.Education is the foundation of a country.Compulsory education plays a fundamental,leading and overall role in the whole national education system.Without a good foundation of compulsory education,there will be no high-quality development of higher education.Compulsory education is a positive driving factor for social development,and an important means to enhance national quality,carry forward national culture,spread human science and technology and cultural basic knowledge,and enhance national international competitiveness.At present,the imbalance between urban and rural compulsory education has become the most prominent problem restricting the further development of compulsory education in China.From the perspective of public finance,based on the analysis of the existing theoretical results and research perspectives,this paper combs the process of the financial system change of urban and rural compulsory education in China,studies the unbalanced development of urban and rural compulsory education in China from both macro and micro perspectives,summarizes the root causes that hinder the balanced development of urban and rural compulsory education,and puts forward the promotion of urban and rural compulsory education in China The policy framework of balanced development of education.The balanced development of compulsory education in China has experienced a process from "unbalanced" to "basic balanced",and then from "basic balanced" to "high-quality balanced".In terms of compulsory education,we need to figure out how much education cost each school needs in order to realize the "strive to make every child enjoy fair and quality education" proposed by the 19 th National Congress of the Communist Party of China.Therefore,in order to achieve fair and quality compulsory education in urban and rural areas,we need to set quality standards within the scope of financial affordability;adjust the responsibility of central and local compulsory education expenditure,further increase the financial investment in compulsory education,and the new investment should be inclined to rural schools.Based on the description and statistics of the relevant data,this study finds the shortcomings of the development of compulsory education in urban and rural areas,and explores the relevant path to promote the balanced development of compulsory education.
