The theory of developmental teachers' evaluation system appeared in Britain and America in the 1980s.Its purpose is to promote the development of teachers and to highlight the teachers as the entity. With beingbecoming perfect, the theory has got great achievements and has been accepted by the society. The idea ofthe developmental teachers' evaluation system was introduced into China in the late 1990s. Comparingwith the traditional rewards-and-punishment evaluation system, some disadvantages of the traditional onewere found. We are in the exploring process of how to combine the theory with the current situation inChina. As an important part of teachers, P.E. teachers are a specific group. The attention on them is just underthe judgment of rewards-and-punishment evaluation system, no one put the stress on their futuredevelopment. The lag of ideas has severely blocked the development of the evaluating system. After theexecution of "The Curriculum Criterion for P.E. and Health", the evaluation system is obviously far behindthe development of the society. Based on this kind of current situation, the author tries to introduce somedevelopmental evaluation system from foreign countries. The author wants to start this in high schools.Studies on the evaluation index system under the instruction of "The Curriculum Criterion for P.E. andHealth" will be done. Based on the result of the researches, the author wants to create a new practicalevaluation standard system, its weight distribution which could reflect not only the frame construction ofthe high school P. E. teachers' capacity, but could differ the ratio between key-point and non key-point ofcapacity construction as well. In addition, the author hopes that this new system could work as a beneficialreference for the execution of the new criterion and the reform of teaching. Many methods were adopted in the process of writing this thesis, such as documental-reading,data-collection, experts visiting, questionnaire, mathematical statistics, logical analysis, so on and so forth.The adoption of all these methods is for the researches on the theory, contents and methods of thedevelopmental evaluation index system under the instruction of the New Curriculum Criterion. All thesework is for the setup of evaluation index system and practical evaluation operative form, so it offers apractical operative evaluation form for high school P.E teachers. The developmental evaluation index system for high school P.E. teachers set up in this thesis can meetthe command of the New Curriculum Criterion, and it can fully evaluate the teachers' professional qualityand class-teaching ability. This new system theory evaluates the teachers from two aspects: professionquality and class-teaching ability on the basis of developmental theory, and it highlights the purpose thatevaluating is for developing. The evaluation is executed by four entities: the leaders, the teachersthemselves, their colleagues and the students. This shows the multi-entity. The evaluation index systemunder the instruction of the New Curriculum Criterion set up in the thesis offers a beneficial reference toother subjects evaluation system and for the ability educating of P.E. major students.
