Quality is considered the lifeline of education. The experience of countries proved that through the evaluation, supervision and raise the level of university,is an effective measure to protect the quality of higher education.Era of the Higher Education Popularization,the competition is even based on quality competition-based, how to effectively protect the quality of higher education as an important national issues of common concern.The same time scale of higher education, guarantee quality of higher education, will inevitably become the focus of attention.Improving the quality and guarantee, can not do without education evaluation, and curriculum evaluation as an important component of higher education evaluation, but also beginning to receive more attention.On the one hand, colleges and universities exist the the needs in curriculum evaluation about theory and practice, are generally aware of the importance of carrying out program evaluation; the other hand, process evaluation of the quality of higher education for the protection and promotion of reform of higher education play an important role in practice.According to the author organize the course evaluation literature data, that the research in theory of curriculum evaluation, particularly in the field of higher education, there is no effect on a wide range of results in China.Domestic scholars only development of the theory of curriculum evaluation, the concept of curriculum evaluation and the method of curriculum evaluation.In background of basic education reform, development evaluation has been the growth of the soil, can be in-depth study, but the development of higher education courses in the field of evaluation research in theory and practice still at the exploratory stage.More studies about curriculum evaluation is based on west curriculum evaluation.The research is based on the history of higher education opportunities and difficulties.Evaluation of the current university curriculum exists theoretically weak and not enough in-depth study and practice the lack of guidance. We suggested to explore and develop its theoretical foundation for effective evaluation of university courses theoretical support, and promote construction of optimization and improvement of university courses and improve the quality of higher education.The papers reviews the status of foreign university curriculum evaluation and research progress, proposed developmental evaluation of higher curriculum to promote the development of university curriculum evaluation.The constructivist theory, multiple intelligence theory and all-round development theory as a theoretical basis.Cultural characteristics of the course, the impact of chaos theory and the value orientation of of China's course.Based on the development and focus on diverse.Establish the concept of the development of students to promote the improvement and enhancement curriculum.With post-modern thinking,thinking from linear thinking to non-linear changes.Establish an open structure, choose effective evaluation methods.Discussed the evaluation of the target location, the establishment of principles about developmental evaluation of higher curriculum.Finally i made a meta-evaluation analysis.
