At present, the thoughts and methods of performance management have been widely investigated and applied all over the world and more and more scholars and entrepreneurs in China begin to pay increasing attention to it, with the growing contribution of knowledge & technology to the economic development and the economic competition among countries gradually transferring to the competition of knowledge innovation & technology research among the countries. To satisfy the requirements of intellectual staff's management, performance management, the most important management system, is enhancing the Chinese enterprise to be world leaders. As the cradle of intellectuals, schools of higher learning should establish the comprehensive performance management system and it will impact greatly on the country's development and talents' training. Meanwhile, the counselor group is also a key educator group in schools of higher learning and the establishment of university counselor evaluation system will also be of profound significance to the development and stability of schools of higher leaning..In this thesis the ABC University is regarded as the research object. On the basis of analyzing the present condition and performance appraisal system of the counselors, a new performance appraisal system of counselor group has beenestablished using the theory of KPI, the method of Analytic Hierarchy Process and the theory of Fuzzy Mathematics comprehensive evaluation. Consequently another new performance appraisal system of individual counselor is also established and some flirther motivation measures are put forward as well.The whole thesis is divided into 4 chapters. The first chapter includes the definitions, purposes, types and methods of performance appraisal. The second chapter introduces the present condition and performance appraisal system of counselor in the ABC University and points out some deficiencies of the present performance appraisal system. The third chapter explains that a new performance appraisal system of counselor is being established, applying the KPI theory, Analytic Hierarchy Process method and fuzzy mathematics comprehensive evaluation theory. The fourth chapter introduces the relevant motivation theory and puts forward some further motivation measures.
