With the deepening of our higher education system reform, the popularization of higher education from the elite gradually has gained more and more attention, as well as colleges and universities yearly enrollment. The popularization of higher education from training for the elite gradually get more and more attention, especially the overall quality of students more into focus. College counselors as an important part of the ideological and political education, their work has got more and more attention by the Ministry of National Education and relevant departments."Views of the CPC Central Committee and the State Council on Further Strengthening and Improving Ideological and Political Education" and " College Political and team building regulations" promulgated by the Ministry of Education, both can clearly reflect the comprehensive development of the concern of the National College Students’ Quality from the Ministry of Education,"Academic Instructor Team Construction Regulations introduced.The performance appraisal is an important part of Human resources management. Every step is closely related to the performance evaluation:staff salary distribution, training, career advancement, incentive. As talent is an important resource in today’s society competition, more and more intense competition for talent. Colleges and universities also begin to recognize the performance evaluation is importance for the actual work, so the performance evaluation system for faculty members, including counselor evaluation system, has been established.The current counselor performance appraisal system development is not yet mature in our country, there are so many problems, such as the confusion of designing evaluation index system, lacking of organic combination between qualitative indicators and quantitative indicators, simple main examinations.These problems lead to counselor performance appraisal effect is reduced, and even reduce counselors enthusiasm for their work.Therefore, Improving counselor performance appraisal system based on the work of college counselors characteristics and circumstances is necessary, It can help counselors’ developing potential, and improve the performance of work.This paper elaborates the system of performance management and college counselor’s theory at first. And then according to CN College counselors work characteristics and actual work, this paper designs the counselor’s job description, determines key performance indicators (KPI) assessment indicators and uses AHP to determine the weight of each index. And finally through the final360-degree assessment method, the CN College counselor performance appraisal system is established, and recommendations for the application of the new system is proposed in this paper.
