Student counselors are the main troop for university students in the field of political education. They lead students to understand the world, realize the society and draw a clear distinction between right and wrong, with using the basic principle, the viewpoints and the methods of Marxist. The job involves moral edution, daily working, which connected to students in studying, mental growth, health, employment and etc.Evaluating the counselors's qulity in whole and strengthening the memberships construction has dual meaning in reality and theory. It's also important for further improving the political education to the students.In order to sake their working, improve their efficiency, and create more accomplishment for university in limited time, we have to use performance appraisal in Counselor construction. The examination corpus assess employee's working completion, job implement degree and personal development with checking their performance, job target or standard, and adopting scientific examination method. They also have to feedback the results to the employees.Currently, the performance appraisal aiming at Counselor in many Chinese universities have already adopted both nature and quantity, and treat quantity as principle. The appraisal brings working attitude, ability and result together.But in the selection of index, most university use the artificial method which can results too obvious subjectivity in the assurance of index and weight. The appraisal system setting up in this way will not only get the expected effection to encourage the counselors to increase their potential activity. create higher performance, but also lower their working aggression because of the reaction to their working.The application of the process and outcome fo counselors working, has direct guidance role to the counselors development and behavior. The performance appraisal refers that the actors assess the task completion, personal development of the councelors, with the use of performance standards and scientific appraisal method. And the results must be feedback to the councelors.The paper tries to set up a new performance appraisal index system which combined with the job analysis of university Counselor and target management theories. With the index which is obtained from investigation, we can determinate the weight of all indexes. With the index system, Counselor would find out the process which need to be improved in their working and find the way to improve the performance.
