With the transition of society and the appearance of issues concerning agriculture, countryside, and farmers, rural compulsory education has been critical factor that plays a role in strengthening our overall national power, unifying rural and urban area and alleviating social contradiction. So it must be attached great importance to.Through collecting and analyzing some data concerning rural compulsory education, and summarizing and prospecting it on the international and domestic background, the author found that on one hand China's rural compulsory education had never offered rural children of the right age an equal opportunity to receive education with their urban peers to date, let alone fulfill their keen aspiration of doing this thing. The phenomenon that the rural youth were dropped out of and deprived of education still prevailed among the rural area. On the other hand, the funds for rural compulsory stage education were inadequate, the number and quality of teachers were relatively short, the structure of education was not rational, and as a result, teachers could not address themselves to working, the materials used to set up new schools had not fixed, and compared with cities, the allocation of resource was increasingly not in equilibrium in the countryside. All of these plunged rural compulsory education into trouble.On the basis of modern economics and pubic management, the author analyzed the problems existed in the rural compulsory education of our country, initially established the model concerning the relationship of rural compulsory education and the system of setting up schools, and found that the reasons for the former's difficulties laid in the following facts that governments' duties are not definite, administrating education according to law is not enforced, education institution is not regular, and in the final analysis, in the standing of rural and urban interest groups facing each other caused by the dual structure of village and city. At last, he put forward corresponding strategies and suggestion.
