With the improvement of people's living standards, insufficient compulsory education supply ability and increasing high quality education demand come into conflict. The problem of compulsory education imbalance has become the focus for government, society, parents and students. It will seriously affect the insufficiency of compulsory education development in our country and cause a series of social problems, which affect stability and economic development of our country's social development. Compulsory education equalization is presented when the modern education development to a certain extent and the quality of the people to achieve high levels, which marks the human civilization to a new level. Our country is a developing country. The development of compulsory education equality is the embodiment of carrying out scientific development view, which is an important goal to realize China's dream.
