Different degree of gaps have been existed in school-running level and education quality between regions and urban and rural areas and schools, since compulsory education system was carried out in our country, especially in the relatively lagging rural compulsory education. With the improvement of people's living standards, insufficient compulsory education supply ability and increasing high quality education demand come into conflict. The problem of compulsory education imbalance has become the focus for government, society, parents and students. It will seriously affect the insufficiency of compulsory education development in our country and cause a series of social problems, which affect stability and economic development of our country's social development. Compulsory education equalization is presented when the modern education development to a certain extent and the quality of the people to achieve high levels, which marks the human civilization to a new level. Our country is a developing country. The development of compulsory education equality is the embodiment of carrying out scientific development view, which is an important goal to realize China's dream. Relatively late compulsory education in China compared with developed countries, the lots of school-age children for compulsory education, and public education policy under the dual structure between urban and rural areas in our country result in the compulsory education imbalance. Study the development of urban and rural compulsory education equality in promoting the development of our country compulsory education quality, enhancing the national spiritual civilization, promoting steady economic development in our country has important theoretical significance.In this paper, through literature at home and abroad to understand the compulsory education balanced development present situation, employing the method of empirical research, the paper analyzes the current situation of compulsory education balanced development, the problems and reasons in changqing district of Jinan city. Combining with the current domestic the era background of balanced development of compulsory education, we advance some measures for compulsory education balanced development between urban and rural areas, which will provide enlightenment in promotion of the regional urban and rural compulsory education balanced development.Frame structure of this article is mainlv divided into five charters:The first charter mainly includes the selected topic background, research purpose and meaning, domestic and foreign research review, research ideas and research methods, the paper innovation points and deficiencies, clear direction for this article research is pointed out; The second chapter contains the definition of relevant concepts and theoretical basis, mainly for compulsory education, education equalization, compulsory education balanced development concepts such as to make the definition of the relevant theory of new public management, equal basic public services, the hair style development theory expounded in detail, providing theoretical basis for thesis research; The third chapter introduces the changqing district economic development situation, detailed research the changqing area the measures and achievements of balanced development of compulsory education; The fourth chapter analyzes the problems and reasons in changqing area compulsory education balanced development between urban and rural areas, main compulsory education financial investment is not balanced, unbalanced educational condition, uneven teacher team construction, teaching quality is uneven; The fifth chapter puts forward the strategy of balanced development of urban and rural compulsory education quality are suggested. The author thinks that study should speed up the economic development of changqing area, increase the compulsory education financial investment, establish a new system of compulsory education teachers' management, accelerate the standardization of school construction and information construction, with the theory of connotative development promote the compulsory education balanced development, optimize the compulsory education balanced assessment and accountability mechanism, etc countermeasures to promote urban and rural compulsory education balanced development.Innovation of this paper:in this paper, the selection of jinan a level of economic development is relatively backward area as the research object, into the new public management theory, the hairstyle development theory, the education fair idea, an empirical research is of other similar area compulsory education balanced development to provide some reference and reference.
