Self-independence And Adjustment: Analysis On The Government Acts In The University Governance

The theory of governance has offered theoretical foundation and reality for studying the problem of university governance. The issue of governance on university which was proposed has its era background. First, market strength begins to participate in the university education field due to the existence of many kinds of ownership forms of market economy which has broken government single running and investment system; Second, management of communal participation university acts on and strengthens; Third, funds pluralism and student interests diversification require reasonable adjustments should be made among society, enterprises and students in the operation of university so as to ensure the fairness and quality of education.Essence of university governance is the implementation of the autonomy of the university running so as to make the university really become the entity of independent legal person. Besides, it needs to receive less administrative interference from government, thus to realize real academic freedom. The transition of government's function is an external demand of the university governance. The key question of the university governance reflects as the relation between university and government, namely, should the government be in charge of the university? What should be in charge? How to be in charge of? And from which government level should be in charge of?Through historically investigating and comparing the university and government's relation between China and Western Countries, the relation of government and university is shown as different characteristics in different countries. In China in the past, it is the relation under a kind of government's leading factor, while it is the relation under a kind of university center in western countries.
