In the mid 1980s, China's higher education commenced with its system reform in accordance with China's major economic system reform. As the pivot and core of the reform on higher education system, reform on higher education management system consists of three aspects: first, the government-government relation, i.e., the relations between central & local authorities and between centralization and decentralization; second, the relation between government, society and institutions of higher education, i.e. the relations between government macro-control, active participation of social sponsors and university autonomy; third, the inner administrative system of universities, i.e. the relation between academic and administrative powers. Among these aspects, the second is the most complicated, because it is always hard to balance government management and university autonomy, especially when university autonomy works as a concept to take charges of higher education, which results in increasing contradiction between the two and the progressive demand of adjust these relations. This paper is focusing on the government-university relation in transformation period in China.It is conductive for the government to formulate and execute policies on higher education correctly and for the university to guarantee its management autonomy and to establish modern university system if the government-university relation is treated properly. However, in the setting of market economy system, the government-university relation presents a main conflict in the issue of power distribution and function orientation, among which, government is the main element. In the setting of socialist market economy, this paper researches, compares and studies different administrative models of government-university relation and the conflict between them. Then it brings forward ways to improve the relations, hoping to redound to the harmony of government-university relation so as to enable the government to provide better policies and other services beneficial to the development of higher education, which will in the end offer reference to deepen china's reform on higher education.This paper employs many research methods such as Marxist dialectic materialism and historical materialism, comparative analysis, historical analysis, macro-analysis, case study and contradiction analysis.There are six chapters in this paper. Chapter 1 is an introduction, introducing the purpose and significance of this study, relative studies at home and abroad, the hypothesis and outline, the original points and points needed to be improved.
