In the 《2016 Government Work Report》, Premier Li, presented that,in the “five in one ’’ concept of development “innovation, coordination, green, open,shared ”,and the “four comprehensive” strategic plan, we should to ensure the innovation-driven development strategy continue to promote, to promote the industrial innovation and upgrading, to work out the “Internet +”action plan, and to build the world-class universities and first-class engineering and other disciplines,the development of higher-quality education, the Chinese characteristics new think tank.In recent years, as the impact of the talent strategy flourishing and other environmental in the international and domestic, more and more scholars focus their research transfer to the issue of university governance, university governance,especially the subject of university governance tools cause many academic scholars attention. The fundamental task of the school is to teaching, which is the everlasting truth of the thousands of years. As a higher education institution, the university, should also take teaching as its fundamental purpose, and carry out to the every decision making. Therefore, our university in order to carry out the“education”, and “brain power” strategy effectively, to achieve the development rapidly and healthily, and ascend the world’s leading universities, it is necessary for our current institutions of higher learning to conduct a thorough reform. To place the education of hundreds of millions of families in a prominent position, so that our universities really have a solid foundation for the development and motivation.The purpose of this thesis from the point of university governance tool, by analyzing the basis principles of business management, strategic management,higher education, higher education management science and other disciplines, to use the the multidisciplinary research methods synthetically. For some famous university governance development tools for the evolution of history, the application status, thereasons and other in-depth study., in order to probe on the Modern university Management tools Innovation and Strategy in China. To aim at the existing university governance tools in China, we have found the reasons such as the less governance subjects, the single governance structure, the limited approach and so on.All of the reasons result in a series of problems, for example, the applicability, the effectiveness and the limited of the existing university governance tools can not meet the development needs of the universities and economic development. With a view to a more comprehensive scientifically and accurately build an innovative tool for university governance paradigm.This thesis consists of five parts: the first part is an introduction; the second part is an overview of the university governance tool, including the concept of the governance, the governance tools and the theoretical overview of the governance tools; the third part of this thesis is about the systematic analysis of the university governance tools, to introduce the classification and characteristic of the traditional and modern university governance tools, and the use situation of in-depth analysis;the fourth part of the thesis points out the limitation and the reasons of the university governance tools in China, and analyzing the respectively about the current situation;the fifth part is about the analysis of the innovative path of university governance tools in China, by analyzing the significance of the foreign university governance tools, and at this stage with the current policy environment, such as “Internet +”,“Innovation” and so on, by analyzing the exploration and innovation in the practice of university governance reform tool at this stage, which presents a systematic,comprehensive tool box of university governance tools.
