The institution of higher education is one of talent's most centralized places. The teacher is the most important and expensive resource at the same time and a decisive factor of restricting the whole working efficiency of the institution. The reform of the management system of the university in our country has been already explored for many years, a lot of universities have done a lot of beneficial exploration on the appointment system and the related inside distribution system and have made some achievements in exploiting potentialities and improving human resources utilization etc. But it is still less than satisfactory. At present, the main problems of managing teachers in the universities are as follows: the competition mechanism is imperfect which is unfavorable to improve the teachers' initiative, the checking and appraising system is not perfect which is unfavorable to arouse the working enthusiasm from the teachers, the restriction of academic growth environment is unfavorable to excite the teacher's creativity, the management mode is outmoded which makes it difficult to build the appropriate competition atmosphere. The particularity of teachers' job and their education experience determines their difFerent needs from common people.
