After reviewing the theory and practice of teachers' professional development, I fount that all of the aim, content, participants, organizing model and the appraise of teachers' professional development neglect teachers' subjective need and the development of some factors of teachers' professional structure such as teachers' emotion and teachers' expectation etc., merely emphasizing the tool value for enhancing education quality and accelerating students' development but neglecting the subjective value for perfecting teachers' personality and realizing teachers' life value of teachers' professional development to some extent. Teacher encounters self-lose in his passive professional development to a certain extent.hi comparison with the view of teachers' passively professional development, the view of teacher-based professional development is put forward which emphasizes the important role teachers play during the course of teachers' professional development and the great part teachers' professional development does in perfecting teacher's personality as well as realizing his self-value. The view of teacher-based professional development insists that teachers' participation on their own initiative is the necessary condition of teachers' professional development; and that the want and will of teachers' subjective professional development is the motivity of teachers' professional development.The subjects of teachers' professional identity are teachers and which of teachers' professional development are teachers too.
