American Basic Education performs the system of local authoritative direction. There is no uniform courses and standard in the nation. The individual state and local governments as well as schools own their individual autonomy. This system makes a great difference on educational performance in different districts and schools, thus influences on the development of American Basic Education. Therefore, the curriculum reform puts the emphasis on reinforcing the universal governance to the education of different states since 1990, to strengthen the academic courses and required courses, to improve the educational quality, to change the situation of lower performance of the pupils and different teaching level in local schools. The core of the curriculum reform is to enact the general curriculum norm about all the main courses, and directs the local schools to improve the quality. This paper displays the background and development of unifying the curriculum norm in America, and analyzes systematically the structure, function and relative treasures of this campaign in order to enlighten the curriculum reform which is carrying on in our country.
