The building of "double-competency" teaching staff is not only an emphasis but also a difficulty to the development of vocational education. Since the concept "double -competency" teacher was put forward by a researcher who researched on vocational education, the rate of "double -competency" teachers in the teaching staff has been become one of the important evaluation criteria on the assessment of the level of running a higher vocational college. And how to make out the criteria, the school training manner, the ways, the strategies are hot topics in the field of vocational education.Although there are a great number of researching papers about "double -competency" teacher, we find that there are still some problems need to be settled. For example, it doesn't reach a common understanding about the connotation of "double -competency" teacher, and the standard of qualification the same. In practice, there are some problems and difficulties, such as, the government has no guiding documents specialized in "double -competency" teaching staff's building; the quantity of "double -competency" teachers are not enough; the reform of personnel and distribution system lags behind; teachers' task on teaching and science researching is overloaded; and so on.Around the two main questions: which kind of teachers can be teachers of "double -competency" teachers? What should we do to train a "double -competency" teacher? The writer makes a study on the connotation and its changes of "double -competency" teacher at first, and finds that it was expounded in the background of giving preference to theory and knowledge teaching, and giving less attention to practice and ability training and knowledge implicating; and giving preference to theory lever and giving less attention to practical teaching part on teaching staff's building and evaluating in the past. A researcher in Metallurgy College of Shanghai firstly put forward the concept of "double -competency" teacher in 1990; and it was firstly entered in document in 1995, moreover, it was fully showed in many documents. Then, he makes a study and an analysis on the changes and development of "double -competency" teacher's qualification, it shows that there is no common understanding on the qualification standard of "double -competency" teacher. Therefore, the writer makes an analysis from four aspects: the talent training target of higher vocational education, the condition of the teaching staff in vocational school nowadays, recognizance to the former qualification standards, foreign countries requirements to vocational school's...
