At present, economic, social, and educational development is making an urgent request for Higher Vocational Education (HVE). And HVE in China has been developing quite rapidly since the late 1990s. After developing in scale, vocational colleges focus on cultivating applicable and skilled persons to meet the needs of production, construction, management, and service, which requires to build "Double-Competency" Teaching Staff (DCTS) in HVE. Actually, the concept of "'Double-Competency' Teaching Staff", initially appeared in secondary vocational education, and then in HVE in early 1990s, has now become the orientation of building teaching staffin vocational colleges.Due to the high degree of positive relevance between HVE and regional economy, vocational colleges will establish the mechanism of school management to adapt to the regional economic development, such as the adjustment of majors. Apparently, these adjustments will reflect and make new demand for the building of teaching staff so that applicable and skilled persons can be cultivated to meet the regional economic need. Therefore, the present study takes Chongqing Municipality as a regional sample, and discusses the problems during the process of DCTS.Based on the massive collection of relevant literature, this paper first defines the phases and connotations of DCTS. Second, focusing on the discussion of experience, it classifies the developing course of DCTS in Chongqing. Third, it follows a survey on the status quo of teaching staff in Chongqing's higher vocational education, and analyzes the problems of DCTS in Chongqing by both case study and comparative study. Finally, it proposes reasonable countermeasures, including three aspects: (1) orientation of HVE and composition of DCTS; (2) ways of promoting core abilities of DCTS and realizing individual "Double-Competency" teaching; (3) completing the system of DCTS and sweeping institutional obstacles.This paper possesses the originality in terms of the phases of the connotation of DCTS, and the developing course of DCTS in Chongqing, which provides an example for the construction of DCTS from the regional perspective. And it also systematically proposes the completing of system for the building of DCTS in the hope of helping the practice of HVE.
