The higher education self-taught examination undergoes more than 20 years of development, has chosen and brought up tens thousands of all kinds of talents, received favorably deeply by various circles of society. While recommending the theory of educating and appraising, this text at first has recommended its research current situation both at home and abroad, then has introduced the origin, definition, characteristic, function principle and appraising process of educating and appraising systematically, and introduced the commonsense method of education appraising at the same time: It is quantization method (grade law , comment law ) and quantization method (the law of score and assess, the law of comprehensive assessment, the law of others assess, the law of assessment relatively, the law of assessment definitely, etc.). Because setting up the appraise system must establish the system of corresponding evaluation index to appraise the system, confirm index system every weight of index at the same time, so-called weight, contribution degree of every index in finishing and realizing the whole system goal. According to these basic theories, involving the database and corresponding form of the organization appraise system, which gives financial aid to students, then introduce the theory of system design and function design and the point, which should be paid attention to, according to these demands, I design the function module of the organization appraise system, which give financial aid to students. In the part of system development, this thesis has recommended the design mode (B/S mode) of the organization appraise system,which gives financial aid to students, then recommended the developing instrument, developing language and the way of appraise system visit database(JDBC) of the organization appraise system ,which gives financial aid to students, and the pluses and minuses of this way, finally introduced some functions of this system and realized codes. Inside the last conclusion, this thesis summarized the education appraisal from ancient times to modern in our country, though the understanding the function on education appraisal is more comprehensive, that giving play to emphatically is still the function of determining and choosing, and the function of encouraging and improving can not get very good full play for a long time.
